Your licence is the business.

Since 1 January 2024 you cannot do asbestos abatement in British Columbia without a WorkSafeBC licence. It expires every year, your crew's certificates expire every three, and every job needs its Notice of Project filed 48 hours before anyone opens a wall. Clearance is the layer that tracks the deadlines and refuses to let a job close with a hole in the file.

The problem

Nobody loses their licence over the work. They lose it over the paperwork.

Abatement itself is a solved trade — enclosures, negative air, decon, disposal. What is not solved is proving, eighteen months later and on ninety seconds' notice, that every job was noticed on time, every worker was certified on the day they were on site, and every enclosure came down on a passing air clearance.

Two notices, one deadline

Abatement ahead of a construction project needs a construction NOP as well as the hazardous substances one. Both 48 hours out. The second is the one that gets forgotten.

The licence nobody owns

Worker certificates have a champion. The company licence usually lives in one person's Outlook calendar, and that person is the owner, at 9pm.

A calendar that can't see a licence

Nothing in a spreadsheet notices that you have booked work for a date after your licence expires. That is a scheduling question and a legal one at the same time.

What it does

Four things, and deliberately nothing else.

Not a safety platform. Not field service. Not a place to keep files — that market is taken and it is not worth entering. Clearance models the obligations as logic: what is required, by when, given this job's shape, and what may not proceed until it exists.

1 · Notice deadlines that know which notices apply

Flag a job as preceding construction and a second NOP appears with its own 48-hour clock. File it and the timestamp is recorded against the deadline — on time, or late and visible. A form builder can render the form; it cannot know the form became mandatory.

2 · The company licence as a first-class object

Renewal window opens at eight weeks and escalates as it closes. Any job scheduled past the expiry date raises a critical issue against the licence, not the job — because the fix is a renewal, not a reschedule.

3 · Air clearance as a gate, not a document

A failed clearance blocks close-out. So does a missing manifest, an unfiled notice, or an absent survey. The gate is enforced server-side: you cannot click past it, which is the entire point of having it.

4 · "The inspector is here"

One action assembles the complete record for a site — licence, crew certificates valid on the work dates, both notices with timestamps, every site log, every manifest, the clearance result — as one printable pack.

Beside your safety app, not instead of it.

The mature US market split this way on its own: field service software runs the operational layer, dedicated compliance software runs the regulatory layer, and serious abatement businesses run both. Replacing SiteDocs is a losing fight. Doing the thing it structurally cannot do is not.

Starts in 32 hours. The hazardous substances NOP was filed six days ago; the construction NOP was never filed, and its window closed 16 hours ago. A worker on the crew has a certificate that expired 11 days back.

AB-2594 — the failed clearance

Work is finished, manifests are in, and the air came back at 0.029 f/cc. Try to close it. The system will not let you, and it tells you exactly why.

Roughly half of licensed contractors are owner-operators who will never pay a mid-tier price, and about an eighth are large firms that already have a safety manager. A single price serves a third of the registry. These numbers are hypotheses, not offers — nobody has been charged anything, and the calls come before the price does.

Expansion

Grow along the regulation, never along the features.

The database knows about licences, certificates, notifications, clearances and manifests. It does not know about "48 hours" — that lives in a rules pack. A new hazard is a new file, not a rewrite. Add toolbox talks and general incident reporting instead, and this becomes a worse SiteDocs.

Adjacent BC hazards add customers, not just features — restoration companies do mould work and never appear on the asbestos registry. Other provinces are the weak path: Ontario and Alberta certify workers but do not licence contractors, so the existential hook disappears and the pitch collapses back into certificate tracking, which SiteDocs already does.

What is actually true right now.

This page is written in the voice of a product that does not exist yet. Here is the unvarnished version, kept on the same site so the two can never drift apart.

⚠ Pre-validation. No customers, no revenue, no commitments.

The working demo is a comprehension tool and a sales prop for the validation calls. It is not a shipped product, nobody's compliance data is in it, and the entire thing is still allowed to be wrong. Three things happen before any of this is built for real:

  1. Count the WorkSafeBC AAL Registry. It is a browsable Power BI table, so this is a five-minute manual count. The count sizes the market; the size distribution decides whether the pricing above survives.
  2. Find out whether WorkSafeBC has an API or bulk submission for Notices of Project. If filing is portal-only, this product reminds and assembles but never files — a materially thinner proposition that has to be known before design, not after.
  3. Fifteen phone calls to licensed contractors. The first question decides everything: are you already on SiteDocs, and if so, do your NOPs and licence dates actually live there — or in Outlook and Excel beside it?

Kill They are already covered

If contractors say their existing safety app handles this adequately — especially with custom asbestos forms a consultant built for them — the wedge is dead. A form builder is exactly how a horizontal tool absorbs a vertical need, and SiteDocs has one.

Kill WorkSafeBC ships it free

The single cheapest check, and it is fatal. BC published a free Pay Transparency reporting tool and closed that market outright. If the regulator releases licence, certificate or NOP management tooling, stop.

Risk SiteDocs, based in Victoria

Owned by Nemetschek since July 2024 via the GoCanvas acquisition — over $700M, about 11.5× ARR. Deep pockets, and it already ships certificate tracking with expiry dates. The counter-read is that a group that size does not prioritise an 18-month-old BC-specific niche.

Risk The revenue is smaller than it looks

On a hypothetical 400-contractor registry, maybe 140 can carry $400/month, and a solo founder might convert 45–70 of them over three or four years. That is roughly $290k/year — not $1.9M. Tiering and adjacent hazards are what get it past $1M.

Every regulatory rule in the demo is tagged verified or assumed, and the assumed ones are shown with a warning badge on the Rules screen rather than buried in a config file. Regulations change; re-verify anything load-bearing before relying on it.
